HIV is Not a Crime Day Resolution
Sponsored By: Representative Pocan, Mark [D-WI-2]
Introduced
Summary
End criminalization of people living with HIV. This bill would designate February 28 as "HIV is Not a Crime Awareness Day" and affirm that people living with HIV should not face criminal penalties based on their status, citing CDC data of about 1.13 million people living with HIV and 39,201 diagnoses in 2023, noting 32 states have HIV-specific exposure or transmission laws and that prosecutions often target low-risk acts while disproportionately affecting Black, brown, and transgender women, and calling for education, law modernization, and more funding for prevention, treatment, and support.
