In Committee

Summary

Adds new low-population PILT payment tiers. This bill changes the Payments in Lieu of Taxes formula to set per-person payment limits in 1,000-person steps for counties with 1,000 to 50,000 residents and lowers the low-population cutoff from 4,999 to 999.

Show full summary
  • Small counties and rural communities will have payment caps set by a new per-person schedule. Rates run roughly from $325.7 at the 1,000-person tier down to $95.6 at the 50,000-person tier.
  • County finance officials must use the revised 1,000-increment table instead of the prior broader table when calculating PILT limits, changing how local payment caps are computed.

Higher PILT limits for small counties

If enacted, this bill would change PILT payments for counties with 1,000 to 50,000 people. It would lower two statutory population cutoffs so the per-population table applies starting at 1,000. The bill would replace the old table with a new per-person rate for every 1,000-resident increment from 1,000 through 50,000. Each county's PILT limitation would be calculated as its population times the per-unit rate listed for that 1,000-increment. Examples: 1,000 → $325.74 per person; 50,000 → $95.55 per person. If enacted, these changes would take effect upon enactment.
