- Foreign donors and contracting entities tied to covered nations would trigger immediate reporting at any value, while other foreign sources would trigger reporting only after their annual giving or contracts reach $250,000.
- The Secretary of Education would have to transmit each disclosure, document, or record to the FBI Director and the DNI Director within 10 days of receipt and would have to send any reports or records the Department already holds and any records generated in compliance investigations within 90 days of enactment.

Education records shared with FBI
If enacted, the Secretary of Education would have to send certain higher education disclosure records to the FBI and the Director of National Intelligence. Within 90 days after enactment, the Department would send any report or record it ever received under current law and any records it created while investigating compliance. The Department would also have to send a copy of any new disclosure it receives from a college within 10 days of getting it.
New foreign gift reporting rules
If enacted, colleges and universities owned or controlled by a foreign source would have to file disclosure reports with the Department of Education for certain foreign gifts and contracts. Gifts or contracts of $250,000 or more from a foreign source in a calendar year would trigger reporting, unless the source is tied to a listed "covered nation," in which case any amount must be reported. Reports would be filed with the Secretary on January 31 or July 31, whichever comes sooner.
