Grants and exchanges for quantum researchers

If enacted, the State Department would create an International Quantum Cooperation Program. The program would award competitive matching grants to colleges and eligible nonprofits and fund scientist exchanges from multi-day to multi-year visits. The bill would authorize $20 million for fiscal year 2026. Grants must follow the National Quantum Information Science Strategy and be limited to countries with U.S. quantum cooperation statements or Five Eyes members. The program could not fund research with any foreign adversary as defined in law. The Secretary would have to coordinate with federal science offices, consult industry and experts, follow federal research-security rules, and report to Congress within two years and then every year.
