Show full summary
- NASA centers and programs would get prioritized upgrades for large thrust-level atmospheric and altitude engines and for multi-engine integrated testing. Projects must not delay or defer testing for government programs such as the Space Launch System and its Exploration Upper Stage.
- Commercial space companies would gain access to underused test facilities on a reimbursable basis. NASA would evaluate center-specific agreements so costs reflect the impacted location rather than the highest national agreement.
- Government exploration efforts would be protected and allowed to use the upgraded infrastructure. The bill would explicitly allow programs, including SLS, in-space propulsion, and nuclear propulsion testing, to use the modernized facilities.

More rocket engine testing capacity
This bill would direct NASA to modernize rocket propulsion test facilities at its centers. It would fund upgrades to test stands and related infrastructure to improve capabilities and safety. The upgrades would focus on large thrust engines and multi-engine integrated testing. NASA would be required to keep underused facilities available to commercial users for a fee and to avoid delaying government programs like the Space Launch System, in-space propulsion, or nuclear propulsion testing. Households would mainly feel this indirectly through industry capacity and jobs.
