Sponsored By: Senator Booker, Cory A. [D-NJ]

Introduced

Summary

Blocks federal agencies from approving commercial finfish aquaculture in the U.S. Exclusive Economic Zone. The bill would bar any federal agency from issuing permits or otherwise authorizing commercial finfish aquaculture in the EEZ unless Congress later passes a federal statute that expressly authorizes such activity. The EEZ is the zone set by Proclamation 5030 (March 10, 1983). The bill defines "finfish" to include aquatic finfish at any life stage and excludes amphibians, seaweeds and other algae, and invertebrates including shellfish. It defines "commercial finfish aquaculture" as rearing or attempting to rear finfish in captivity or under positive control for commercial purposes.

Ban on offshore finfish farming

If enacted, this bill would bar federal agencies from issuing permits or otherwise authorizing commercial finfish aquaculture in the U.S. Exclusive Economic Zone (EEZ). The EEZ is the zone set by Proclamation Numbered 5030 on March 10, 1983. "Finfish" would mean aquatic finfish at any life stage and would not include amphibians, seaweeds or other algae, or invertebrates including shellfish. "Commercial finfish aquaculture" would mean breeding or rearing finfish in captivity or under positive control for commercial purposes. The ban would remain unless Congress enacts a later federal statute that expressly authorizes such activity after this Act's enactment.
