  • Families and SNAP participants: Creates a new "covered individual" category for people in SNAP households who are unemployed or underemployed, not receiving Temporary Assistance for Needy Families (TANF), and not already in a State Employment First program. Eligible people could be recruited into WIOA employment and training services and use a calculator to see whether work would raise or lower household income.
  • State agencies: Would be allowed to use SNAP administrative funds to recruit participants and run the described employment and training activities. Developing and hosting the employment calculator on the agency website would count as an administrative cost.
  • Workforce programs and local providers: Could receive referrals from SNAP agencies to enroll more participants into subtitle B of title I WIOA services.

Bill Overview

Analyzed Economic Effects

2 provisions identified: 2 benefits, 0 costs, 0 mixed.

Job training access for SNAP households

If enacted, states could use SNAP administrative funds to recruit and run Workforce Innovation and Opportunity Act job training for certain SNAP recipients. You could be eligible if you are in a SNAP household, are unemployed or underemployed, meet SNAP participation rules (or are exempt), are not in a family receiving TANF, and are not in a state Employment First program. States would decide whether to offer these services and to recruit participants.

Online earnings tool for SNAP

If enacted, each State agency could offer a public calculator on its SNAP website to help participants compare future job earnings with SNAP benefits. The tool would help you estimate if income from work would be greater or less than your SNAP benefit. Building and running the calculator would count as an administrative cost for the state.
