Summary
Expands FARA registration to certain tax-exempt nonprofits that receive funding from designated 'foreign countries of concern'. Show full summary
- Nonprofit organizations: Would require 501(c)(3)–(6) groups that receive money or other value from a foreign principal of a designated country to register under the Foreign Agents Registration Act. Registrants must state they are agents and file copies of written agreements, terms of oral agreements, or a full statement of activities when no contract exists.
- Foreign funders: Defines 'foreign country of concern' to include China, North Korea, Russia, Iran, Cuba, and Venezuela, and lets the Secretary of State add others. Governments, political parties, nationals, or entities tied to those countries would count as foreign principals and can trigger registration.
- Transparency and timing: Expands required report content to give the public and government more visibility into foreign-funded activities. The new registration and reporting rules would take effect 30 days after enactment.

New foreign-funding rules for nonprofits
If enacted, some U.S. tax-exempt nonprofits (501(c)(3)–(6)) that get money from listed or later-designated "countries of concern" would be treated as foreign agents under the Foreign Agents Registration Act. Those groups would need to register and file much more detail, including copies of written contracts, terms of oral agreements, or a full statement of activities if no contract exists. The bill would stop these nonprofits from using the lobbying-waiver to avoid FARA, but it would keep the humanitarian fundraising waiver even for money raised outside the U.S. The Secretary of State would name countries of concern (for example China, Russia, Iran, North Korea, Cuba, and Venezuela) and could add more. These changes would take effect 30 days after enactment.
