Show full summary
  • Entities from covered countries and their subsidiaries that hold FCC licenses or that an appropriate national security agency finds exert control would be listed. The FCC must publish the initial list within 120 days and update it at least annually.
  • The FCC would have 18 months to write rules to identify other authorization holders and entities with covered equity or voting interests and then 1 year after those rules to add them to the public list. Information collection for this program is exempt from the Paperwork Reduction Act.
  • Appropriate national security agencies can prompt listings by determining a covered entity exerts control. The public gains a government-hosted disclosure of foreign ownership or control links for entities holding FCC authority.

Public list of foreign-owned FCC licensees

This bill would require the FCC to post a public list of license holders tied to certain foreign governments or companies. The first list would be posted within 120 days and would cover spectrum auction and undersea cable landing licenses. A company would be listed if a covered foreign party has a reportable ownership stake, or if a national security agency finds that party controls it. The FCC would update the list at least once a year. Within 18 months, the FCC would set rules to collect ownership data for other FCC approvals, and within 1 year after that, add those companies to the list. Covered countries and entities would follow federal-law definitions, including those governments, their companies, and their subsidiaries.
