Annual Pacific Coast Guard plan and budget
This bill would require the Coast Guard to send Congress an annual Pacific operations plan and a detailed budget display. The plan would be due by December 31, 2025 and every year after, and must cover the next year plus projected demand for the following 10 years. The budget display would be due by February 15, 2026 and each year after, and must list line-item costs for procurement, research and development, operations and maintenance, and military personnel. Both documents would be unclassified with a possible classified annex, and the Commandant would brief Congress each year.
Near-term Pacific feasibility reports
This bill would require several near-term reports on Pacific operations. Within 120 days the Coast Guard would report on a standing Indo‑Pacific maritime group and the Department of Defense would report on adding State Department consular officers to Coast Guard and Navy missions. Within 180 days the Coast Guard would report on embassy Coast Guard attaches. Within one year the Coast Guard would report on options for forward operating bases and aim to finish bases by January 1, 2030. Each report must assess costs, locations, needed approvals, and logistics.
