Urban Canal Modernization Act
Sponsored By: Senator Risch, James E. [R-ID]
In Committee
Summary
Federal support for high-risk urban canals. This bill amends the Omnibus Public Land Management Act to create a clear process for identifying “urban canals of concern” and to authorize extraordinary operation and maintenance work under the guidelines in section 9602(a). It frames how the federal government and nonfederal operators share costs and how projects are prioritized based on risk to people.

Federal aid for urban canal repairs
This bill would let the Secretary fund extraordinary operation and maintenance (O&M) on "urban canals of concern." A canal reach would qualify if the Secretary classifies it and its failure would put more than 100 people at risk. For non-emergency projects, the Federal government would pay 25% of total project costs as a nonreimbursable share and would advance the remaining costs. The local transferred-works operator would have to repay those advanced funds under the bill's repayment rules. Emergency extraordinary O&M would follow different rules. If enacted, this would take effect upon enactment.
