- Contract security personnel would face regular covert testing and, if they fail, mandatory cause-specific corrective training and a required performance-improvement plan the contractor must implement and let FPS review.
- Federal building tenants would get timely notifications about staffing shortages, absences, or coverage gaps through new communication procedures.
- The Federal Protective Service would set standards for covert-test data, run quarterly analyses to spot trends and vulnerabilities, and update training guidance based on findings. FPS would also evaluate its personnel tracking system and decide within 180 days whether to replace it or fix it, with a published implementation timeline.
- FPS would provide an initial report on these changes and then annual updates to the specified congressional committees with challenges and recommendations.

Analyzed Economic Effects
2 provisions identified: 1 benefits, 0 costs, 1 mixed.
Stronger oversight for federal building guards
This bill would require the Federal Protective Service to tighten oversight of contract security guards at GSA buildings. Within 180 days, FPS would review the personnel tracking system and decide to replace it or fix it with a published plan. Within one year, FPS would set standards for covert testing, start quarterly data reviews, and update training. Contractors would need to give specific corrective training and performance plans to guards who fail covert tests. FPS would send an initial report to two Congressional committees within one year and regular reports afterward.
Contract guards remain contractor employees
This bill would say that a contractor employee who protects Federal property is not a Federal employee under 40 U.S.C. 1315. This keeps contractor staff as private employees for purposes of this Act and would not create federal employee status or associated rights.
