Federal Mechanical Insulation Act of 2026
Sponsored By: Senator Cortez Masto, Catherine [D-NV]
Introduced
Summary
This bill would add a formal definition of mechanical insulation property to federal energy law and make it an eligible energy- and water-saving measure for federal buildings. It would require the insulation to meet or exceed ASHRAE Standard 90.1 as of enactment and to reduce energy loss from mechanical systems.
Show full summary
- Federal facility managers would have mechanical insulation explicitly listed in comprehensive energy and water evaluations, so insulation options must be identified during routine audits.
- Energy auditors and contractors would need to confirm that proposed insulation meets ASHRAE 90.1 as of enactment and demonstrably reduces energy loss before recommending installations.
- Manufacturers and installers would gain clearer eligibility for inclusion in federal energy-efficiency projects and building upgrades, since the measure is now defined in the federal framework.

Mechanical insulation for federal buildings
If enacted, the bill would add a new definition called “mechanical insulation property” to federal energy law. The definition would cover insulation material, facing, or accessory products placed into service with a mechanical system that meet or exceed ASHRAE Standard 90.1 as in effect on the date of enactment and that reduce energy loss. The bill would also require required federal energy and water evaluations to identify energy- and water-saving measures, explicitly including the installation of mechanical insulation property where applicable. These changes would take effect upon enactment and do not themselves provide new funding.
