America Grows Act of 2026
Sponsored By: Senator Durbin, Richard J. [D-IL]
Introduced
Summary
Provides automatic, inflation-adjusted funding for four USDA research and statistics agencies. The America Grows Act of 2026 would create a formula that raises each agency's budget by 5% above its 2026 appropriation and then indexes annual growth to the Consumer Price Index for all Urban Consumers (CPI-U), with the 5% uplift applied through 2036 and inflation-only increases from 2037 onward. It would also exempt those appropriations from federal sequestration rules and keep the bill's budgetary effects off statutory and Senate PAYGO scorecards.

- Researchers and USDA agencies: Would give the Agricultural Research Service, Economic Research Service, National Agricultural Statistics Service, and National Institute of Food and Agriculture steadier, formula-driven funding to support their programs and projects.
- Farmers and stakeholders: Would stabilize funding for federal research and statistics that those producers and supply-chain actors rely on for data and scientific work.
- Federal budget process: Would prevent these appropriations from being cut by sequestration and would not record the law's budget effects on PAYGO scorecards.

Steady funding boost for USDA research
If enacted, the bill would create annual Treasury appropriations for four USDA research and statistics agencies: the Agricultural Research Service, Economic Research Service, National Agricultural Statistics Service, and the National Institute of Food and Agriculture. For FY2027 each agency would receive 105% of its new FY2026 funding plus any FY2026 CPI‑U increase. For FY2028–FY2036 each year would equal 105% of the prior year's amount plus that prior year's CPI‑U increase. From FY2037 onward each year would equal the prior year's amount adjusted by that prior year's CPI‑U increase. Each annual appropriation would be available to spend through the end of that fiscal year. The bill would also exempt those appropriations from automatic sequestration and from being recorded on federal PAYGO scorecards.
