Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 0 costs, 1 mixed.

Full scholarships with service and payback

If enacted, Program participants could get full scholarships that cover tuition, fees, travel, lodging, stipends, internship costs, virtual participation costs, and certification testing fees. Students who receive scholarships and complete the Program would generally need to serve two years in a cyber job for federal, state, local, tribal, or territorial government. Scholarship recipients could be required to repay awards or have them treated as a loan if they withdraw, fail, are dismissed, or do not meet service rules; the Secretary may waive repayment for impossibility or extreme hardship. Separately, up to 10 former Program alumni with at least seven years of federal employment could be chosen each year for advanced scholarships to certain institutions, subject to appropriations.

Internships, certifications, and job help

If enacted, the Program would place students in approved cyber internships with federal, state, local, tribal, rural critical infrastructure, or other partners. Students who say they plan to work for the Federal Government would be prioritized for internships that need security clearances, and CISA would start clearance steps no later than one year before completion. Students must complete at least four skills-based exercises (one per semester and at least one in person). Program graduates could get vouchers for up to three certification exams, if requested within ten years after completion. CISA would keep an online training database mapped to NICE job roles and host a yearly federal recruitment fair at five or more institutions.

New cyber training program for students

If enacted, CISA would set up a new PIVOTT program within one year to partner with two-year colleges for cyber training and pathways to government jobs. CISA must produce an initial program review within 90 days and an industry skills report within one year and every year after. The Director must aim for at least 250 students in the first full academic year (starting one year after enactment), then double yearly until reaching 1,000 per year. A plan to reach 10,000 students per year within 10 years must be submitted within 90 days of enactment. The Director must brief Congress if enrollment quotas are missed.
