10-year bonus payments for coal bidders
If enacted, bidders for coal leases using the Mineral Leasing Act's deferred bonus system would pay the lease bonus in 10 equal yearly installments. The first installment would be submitted with the lease bid. The remaining nine equal payments would be due once per year thereafter. This would lower the upfront cash needed to place a bid. The rule would take effect upon enactment.
