  • Congress: Adds an Executive order tied to harmful Russian activities and expands the Countering America's Adversaries Through Sanctions Act (CAATSA) review to cover energy-related actions and licensing for crude oil, petroleum products, natural gas, and other energy products.
  • Executive agencies: Requires State, Treasury, Defense, and U.S. intelligence to coordinate a certification that Russia has ended the war and agreed to a just peace before the extended review period ends.
  • Energy sector and foreign partners: Subjects energy-related licensing and related actions to congressional review but allows three narrow exceptions to proceed without a joint resolution disapproval for crew health or safety, emergency repairs or environmental protection for energy transport vessels, or urgent economic mitigation in foreign jurisdictions other than Russia.

More congressional review of Russian energy actions

This bill would expand Congress's power to review executive actions about Russian-origin energy. It would cover licensing and Executive orders tied to crude oil, petroleum, natural gas, or other Russian energy products. The review period would start on enactment and would end only after the Secretary of State, with Treasury, Defense, and the Director of National Intelligence, certifies that Russia has ended its war in Ukraine and agreed to a just peace that includes compensation to Ukraine. The bill would also let some narrow emergency energy actions proceed during the initial congressional review period when they protect crew health, do emergency repairs or environmental work on energy transport vessels, or address urgent economic harm in another country.
