Grants to Stop Youth Trafficking
This bill would create a grant program to fight smuggling and trafficking of children and young women. Grants would focus on preventing smuggling across U.S. borders and on helping people aged 12 to 24 who were smuggled or are at risk of sex or severe trafficking. The Attorney General and the HHS Secretary, in consultation with the Secretary of State, would make awards to states, tribes, local governments, and nonprofit victim service groups. Congress would authorize $50 million for these grants, and the money would remain available until spent.
No Private Lawsuits Against Government
If enacted, the bill would say that nothing in the new subsection may be read to create a private cause of action against the United States. That bar would also apply to officers and employees of the United States under that subsection. This would limit the ability of individuals or groups to sue the government under the new grant-related subsection.
