Show full summary
- Foreign nongovernmental organizations and international organizations would have to agree during the award period not to provide or promote abortion, gender ideology, or discriminatory equity ideology outside the United States and not to fund others that do so. There are narrow medical exceptions for life‑threatening pregnancy conditions and ectopic pregnancy.
- U.S. nongovernmental organizations would have to keep award-funded programs physically and financially separate from abortion-related activities and from promotion of gender ideology. They also must not provide or promote sex-rejecting procedures or social transitions outside the United States and must avoid unlawful DEI-related discrimination in funded programs.
- The Secretary of State could require foreign governments and parastatals to agree not to use funds for these activities and to place awards into segregated accounts to prevent misuse. Subrecipients are bound by the same restrictions and the Secretary may grant narrow waivers for national security or sole-provider situations.

Bill Overview
Analyzed Economic Effects
5 provisions identified: 1 benefits, 2 costs, 2 mixed.
Limits on nearly all foreign aid
If enacted, the bill would make these restrictions apply to all nonmilitary U.S. foreign aid. That includes global health, humanitarian, development, stabilization, civil society and democracy, migration and refugee aid, and voluntary contributions to international organizations. The same rules would also apply to subrecipients during the award period.
Rules for foreign governments and NGOs
If enacted, foreign nongovernmental organizations and international organizations that get U.S. aid would have to agree not to promote discriminatory equity ideology or engage in unlawful DEI-related discrimination outside the United States during the award. They could not use U.S.-funded money to support other foreign groups that do those activities. The Secretary could also require foreign governments or parastatals to accept the same limits and to keep award funds in segregated accounts when the government conducts or supports those activities.
Defines abortion, gender, and equity ideology
If enacted, the bill would add detailed definitions for terms like "abortion," "promote abortion," "gender ideology," "discriminatory equity ideology," "sex," "sex-rejecting procedure," and "social transition." Some definitions include narrow medical and religious exceptions and special carve-outs for U.S. NGOs that keep funds and activities separate. These definitions would determine what activity counts as banned or allowed under the bill.
Secretary may grant narrow waivers
If enacted, the bill would let the Secretary of State waive any provision for national security or foreign policy reasons. The Secretary would have to certify four conditions to four named congressional committees: that the waiver is in national security or foreign policy interest, that the partner is the only provider, that the waiver is narrowly tailored, and that the partner tried to comply in good faith. Waivers would be limited to specific services and cases.
New limits and safeguards for U.S. NGOs
If enacted, U.S. nongovernmental organizations that get U.S. foreign aid would need to avoid unlawful DEI-related discrimination outside the United States and not promote discriminatory equity ideology within any funded program during the award. They would have to keep award-funded programs physically and financially separate from any disallowed activities. The bill would also direct agencies to read these rules consistently with the First Amendment so U.S. NGOs can use nonfederal funds for outside speech.
