Bill Overview

Analyzed Economic Effects

2 provisions identified: 2 benefits, 0 costs, 0 mixed.

No tax on clinical trial payments

If enacted, you would be able to exclude from your gross income any amount you receive as a qualified clinical trial payment. That covers pay for participation and reimbursements or payments of reasonable and necessary trial expenses for you or a dependent. The bill ties "approved clinical trial" to the Public Health Service Act definition but applies it to any disease or condition, and it uses the existing tax definition of "dependent." The exclusion would apply to amounts paid after December 31, 2025, and the bill does not set a dollar cap on excluded amounts.

Clinical trial payments not counted

If enacted, amounts you receive as qualified clinical trial payments would not count as income or resources when agencies decide eligibility for any Federal program. The rule would also apply to State or local programs financed in whole or in part with Federal funds. The defined term "qualified clinical trial payment" refers to the bill's tax definition and applies to amounts paid after December 31, 2025. This could help low-income participants keep or get benefits such as SNAP or Medicaid.
