Bill Overview
Analyzed Economic Effects
3 provisions identified: 2 benefits, 0 costs, 1 mixed.
New partnership-run district
If enacted, the bill would require a designated partnership entity to run the Shenandoah Valley Battlefields District and update its plan to cover added areas. The District would still be eligible for technical help and grants that National Heritage Areas get. For each fiscal year starting in 2027, the management entity would get $1,250,000. Up to $625,000 a year could pay for the entity's operations and up to $625,000 could pay for upkeep of parks and visitor sites.
Grants and land purchase funding
If enacted, the bill would authorize $2.5 million each year from fiscal year 2027 through 2033. That money would pay for grants and technical help to partners and for buying land or conservation interests from willing sellers in the District. The funds would end after fiscal year 2033.
District expands into West Virginia
If enacted, the bill would add Rockbridge County, Virginia and Berkeley, Jefferson, and Morgan Counties, West Virginia to the Shenandoah Valley Battlefields District. Any mention of "Commonwealth of Virginia" in the 1996 Act or District plan would read as "States of Virginia and West Virginia." Landowners in the new areas could be eligible to sell land or conservation interests to the District, and local governments and partners could seek grants and technical help. The change could also bring new management or preservation conditions for some properties.
