  • American student athletes: The bill would preserve more roster and scholarship spots for U.S. nationals and lawful permanent residents by limiting international athletes to 20% per team.
  • International student athletes: Students who are not U.S. nationals or permanent residents, or who receive athletic support from a foreign Olympic or Paralympic committee, would count toward the cap and could face fewer opportunities.
  • Colleges receiving Title IV funds: Institutions would need to monitor varsity rosters and report each team's share of international athletes to the Secretary and to applicable athletic associations each year.
  • Athletic associations: Multi-state organizing bodies would receive the annual data and the bill defines which organizations qualify as an athletic association.

New limits on international college athletes

This bill would require colleges that get federal student aid to limit international student athletes on each varsity team. Starting July 1, 2029 (applies to the 2029–2030 school year), no more than 20% of a team's official roster would be international student athletes. A team with fewer than 10 athletes would be allowed at most 1 international student athlete. Schools would also have to report each team's percentage of international student athletes to the Education Department and their athletic association every year. This would likely reduce roster spots for international athletes and add reporting work for schools.
