Sponsored By: Senator Rounds, Mike [R-SD]
Introduced
Summary
Extends closure protections in 39 U.S.C. 404(d) to any USPS-owned or -operated facility that supports one or more post offices. The bill would broaden the law so acceptance, processing, shipping, delivery, distribution and other support sites face the same statutory protections as post offices when a closure is proposed.

- Communities and customers: Requires the Postal Service to follow the same statutory protections before closing local processing or distribution sites. This aims to help preserve local mail handling and delivery continuity.
- Postal workers: Extends the procedural protections tied to post office closures to staff at supporting facilities. Workers would be covered by the same process when a supporting site is proposed for closure.
- USPS decision making: Expands five cross references in Section 404(d) so a wider set of owned or operated facilities trigger the closure rules. The change alters which facilities must undergo the covered review and protections.

More closure protections for USPS facilities
If enacted, this bill would expand postal closure rules to more USPS facilities. It would replace references to "any post office" with a broader phrase. The new phrase covers acceptance, processing, shipping, delivery, distribution, and other USPS facilities that support one or more post offices. That means USPS would have to use the same notice and review steps before closing or changing those supporting facilities. Households and small businesses that depend on those sites would get more notice and chance to request review. The change would take effect upon enactment.
