Annual export license transparency reports
If enacted, the Secretary would send Congress an initial report within one year and yearly reports after that. Reports would cover license applications and authorizations for exports, reexports, releases, and in‑country transfers to covered entities. Covered entities would mean entities in Country Group D:5 that are listed in Supplement No. 4 or No. 7 to part 744. Each report would list applicant names, item descriptions (including ECCN and control level if shown), and end‑user names and locations. Reports would also include value estimates, decision and submission dates, and dates, locations, and results of enforcement checks. Most case details would be exempt from public disclosure under section 1761(h)(1), but summary statistics would remain public. Reporting would be subject to the availability of appropriations.
