Federal agencies must report troubled projects

The law requires annual reporting on projects funded by federal executive agencies and independent regulatory agencies. Projects qualify when they are more than 5 years behind their original completion date or spending exceeds the original cost estimate by at least $1 billion. Eligible work includes major purchases, major defense acquisition programs, contracts, construction, cleanup, and other time-limited efforts. Projects funded through direct spending are excluded. Within 1 year after enactment, the Office of Management and Budget must issue guidance requiring these annual submissions. Agencies must report each project's purpose, all locations, contract or award number, start year, and federal share of total cost. Reports must identify primary contractors, subcontractors, grant recipients, and subgrantees. They must explain scope changes and list original and current completion dates and cost estimates, adjusted for consumer price increases. Agencies must explain delays and cost increases, including insufficient or late congressional funding, and disclose bonus and incentive amounts and reasons. The budget office must send an annual report to Congress and post it on its website.
