Disaster Management Costs Modernization Act

Sponsored By: Senator Hassan, Margaret Wood [D-NH]

Introduced

Summary

This bill would let States, Indian Tribes, and Territories _redirect excess funds for management costs_ from closed disaster recovery grants to pay management, preparedness, and mitigation for other disaster projects. It ties that reuse to grants and appropriations made after enactment and relies on existing appropriations rather than new money.

Show full summary
  • States, Tribes, Territories: Grants could keep unused management funding from closed awards and use it for management activities or to build recovery capacity for up to five years after the funds are made available.
  • Disaster programs and communities: The bill would let those excess management funds be spent on preparing for, recovering from, or mitigating major disasters and emergencies across eligible recovery, preparedness, and mitigation activities under the Stafford Act.
  • Oversight and limits: The bill would require a Government Accountability Office study within 180 days to analyze actual management costs and timelines for major disasters. The changes apply only to disaster declarations and appropriations made on or after enactment and do not authorize additional appropriations.

States and tribes can reuse disaster funds

This bill would let grantees keep leftover management-cost dollars when a disaster grant closes. Those excess funds could be used to build capacity, prepare for, recover from, or lessen disaster harm. The funds could also pay management costs for other disasters, emergencies, preparedness, or mitigation activities. Excess funds would remain available to the grantee for five years after they are made available. The bill would fold these excess funds into the normal grant cost-share rules. If enacted, the rules would only apply to grants and appropriations made on or after enactment. The bill would not authorize any new money to carry out these changes. The GAO would be required to study disaster management costs within 180 days of enactment.
