Bill Overview
Analyzed Economic Effects
2 provisions identified: 1 benefits, 0 costs, 1 mixed.
Public reports after terrorism incidents
If enacted, this bill would require DHS, the Attorney General, and the FBI to send unclassified reports to six congressional committees after terrorism incidents. Reports must go to Congress no later than 1 year after the primary investigation finishes. Reports would be posted on a public website and may include a classified annex. Agencies may combine reports into quarterly submissions. Officials may withhold material that would jeopardize an ongoing investigation but must tell the committees when they do. This reporting duty would last for 5 years after enactment.
Limits on National Counterterrorism Center power
If enacted, this bill would say that nothing in the Act may be read to give the National Counterterrorism Center the authority to investigate crimes or bring prosecutions. This is a savings clause that clarifies the Center would not gain law-enforcement powers under the bill. The restriction would take effect on enactment and would end 5 years later.
