Show full summary
- Manufacturers: Would block the Phase 3 rule and forbid rules that mandate particular technologies, preserving the ability to produce and sell multiple engine types including diesel.
- Fleets and drivers: Would keep access to a broader range of new heavy‑duty vehicles by engine type so buyers and operators face fewer forced shifts in vehicle technology.
- Regulators and rulemaking: Would restrict EPA's authority to require tech mandates and would require EPA to revise affected regulations within two years to comply with the new limits.

Limits EPA truck emissions rules
If enacted, the bill would stop the EPA from implementing or enforcing the final "Greenhouse Gas Emissions Standards for Heavy‑Duty Vehicles—Phase 3" (89 Fed. Reg. 29440, April 22, 2024). It would add a rule that EPA regulations may not require any specific technology or limit new vehicle availability by engine type. That ban would apply to regulations prescribed after Jan 1, 2021 and to rules proposed after enactment. The EPA would have two years from enactment to revise its regulations to follow this ban. Vehicle makers and fleet owners would face fewer new technology mandates. Some pollution protections tied to those rules could be reduced.
