Foreign military sales included in Defense planning

If enacted, the Department of Defense would include projected demand for foreign military sales, including sales already in progress, in its planning. This would apply to industrial base assessments, munitions production plans, sustainment planning for major defense acquisition programs (10 U.S.C. § 4201), and decisions about production-rate increases and capacity expansion for defense articles (22 U.S.C. § 2403). The Secretary would be told to seek expanded production capacity, stabilize critical suppliers, and encourage capital investment in key production lines. It would take effect upon enactment and does not itself authorize new spending or direct payments to businesses.
