New rules for MPO governance
This bill would require metropolitan planning organizations (MPOs) designated under 23 U.S.C. §134(d) that are made up entirely of gubernatorial appointees on the date of enactment to change their governance. Within 1 year of enactment, each affected MPO would need to either be redesignated under paragraph (6) of section 134(d) or be restructured to meet the membership rules in paragraph (2) of section 134(d). The requirement would apply to the MPO and the state and local officials who appoint members. The bill would not provide new federal funding or change tax or benefit rules.
