Keeping Our Field Offices Open Act

Sponsored By: Representative Larson, John B. [D-CT-1]

Introduced

Summary

A federal moratorium on closing Social Security field offices, hearing offices, and resident stations. This bill would pause most closures and new access limits while forcing detailed public notice, public hearings, and a Congress-facing report that must justify any future closures and analyze burdens on the elderly and people with disabilities.

Show full summary
  • Families and beneficiaries: Local in-person access would be preserved during the moratorium and any future closure plan must analyze transportation and communication burdens and explain how lost services would be replaced. The moratorium ends 180 days after a required report that cannot be submitted earlier than January 21, 2029.
  • Social Security employees: Any closure plan would have to assess effects on employees and cannot cut the total number of field, hearing, or resident offices below the number operating on January 20, 2025.
  • Decision process and oversight: After the moratorium, the Commissioner would need to give at least 120 days notice, hold at least two public hearings 30 to 45 days before a proposed action, allow appeals, and send a detailed final report to congressional tax and finance committees at least 30 days before closing or consolidation.

Keep Social Security offices open

If enacted, SSA would be blocked after enactment from closing or consolidating field or hearing offices or resident stations, or adding new limits on public access. Temporary emergency closures would still be allowed. The freeze would end 180 days after SSA submits a required public report to Congress, which cannot be submitted before January 21, 2029. After the freeze, SSA could act only if it gives at least 120 days’ public notice, explains how services will be replaced within 30 days, and holds at least two public hearings after the notice and no later than 45 days before the action, with at least 10 days between them. At least 30 days before any action, SSA would have to send Congress a detailed final report. You could request a hearing by writing at least 30 days before the proposed date. The total number of offices could not fall below the number operating on January 20, 2025.
