Summary
Strengthen independence of Inspectors General. This bill would create an Office of Inspector General in the Executive Office of the President and narrow the reasons the President or agency heads could remove Inspectors General to specified misconduct or poor performance.

Limits on firing inspectors general
This bill would allow the President to remove inspectors general only for three reasons: inefficiency, malfeasance of office, or neglect of duty. Agency heads would face the same limit for inspectors general in designated federal entities. The President’s removal limit would not apply to IGs at a defined list of 22 independent agencies, including the Nuclear Regulatory Commission and the National Transportation Safety Board. This could strengthen IG independence and government oversight.
New inspector for the President's office
This bill would create an Inspector General for the Executive Office of the President. The President would need to appoint this watchdog within 90 days after enactment. This could add oversight of how the office uses money and follows rules. It would not change household taxes or benefits.
