Faster contracts to rebuild North Rim

This bill would let the Park Service use emergency contracting to speed North Rim fire recovery and repairs. It would apply only to Grand Canyon areas hit by the Dragon Bravo Fire. The Secretary would be able to award some noncompetitive contracts to the current North Rim concessioner, after a written finding that the concessioner is uniquely positioned and this is needed for safety, resource protection, or essential services. These contracts would not change or extend any concession contract or create lease rights. Reports would go to Congress every 180 days once the authority is first used. The authority would end when recovery is complete or after 7 years, whichever comes first, with one 12-month extension allowed if Congress approves after a new wildfire.
