No Abortion Coverage for Medicaid Act

Summary

Bans federal Medicaid demonstration funding for abortions. This bill would stop the Centers for Medicare & Medicaid Services from approving Section 1115 experimental, pilot, or demonstration projects that provide federal money for abortions or for health benefits that include abortions, including travel and lodging costs.

  • Exceptions: Coverage through demonstrations would still be allowed for abortions due to rape or incest, to treat life‑threatening pregnancy conditions as certified by a physician, and for miscarriage or ectopic pregnancy.

Stops Medicaid demo funding for abortion

If enacted, the bill would bar the HHS Secretary from approving any Section 1115 Medicaid or CHIP demonstration that pays for abortion or includes abortion in benefits. That ban would include paying for travel or lodging to obtain an abortion. Exceptions would apply for rape, incest, a physician‑certified life‑threatening condition, miscarriage, and ectopic pregnancy. The restriction would take effect upon enactment.
