New monitoring and export ban to Israel
If enacted, the Secretary of State would set up an End Use Monitoring Group to watch U.S.-origin defense items in the West Bank and Gaza. The Secretary would send a public certification report within 30 days and then every 90 days about whether Israel met listed ceasefire and humanitarian conditions. While export prohibitions apply, the Monitoring Group would report to specified congressional committees every 60 days. If the Group finds U.S.-origin defense items are being used there, the United States would not approve sales or exports of those items to Israel until proper certification is restored. The President could waive a ban for a specific sale only by certifying it is vital to U.S. national security and giving at least 15 days' notice and written justification to named congressional committee leaders.
Five-year sunset on Act powers
If enacted, the authorities created by this bill would end five years after enactment. Agencies and interagency groups created or governed by the bill would stop operating on that date unless Congress passes a new law to extend them.
Protect aid and air-defense funding
If enacted, nothing in the bill would stop humanitarian or stabilization aid to Gaza that is already authorized by law and funded by Congress. It would also not block funds Congress already approved for air-defense systems like Iron Dome, David's Sling, and Arrow 3. At the same time, the bill would prevent agencies or a proposed Board of Peace from spending money on administrative, operating, or personnel costs unless Congress expressly approves and funds those costs in an appropriations law.
