More local help for pregnant families

If enacted, the bill would create a competitive grant program within 180 days to fund up to 10 local consortia for four years. The Secretary would select grantees by 270 days and the program is authorized $100 million for fiscal years 2027–2030. Grants would pay for direct help like air conditioners, home weatherization, air filters, appliances, housing supports, evacuation and transport, and direct financial assistance. Grants would also fund hiring and training perinatal health workers, local monitoring, mitigation projects, and require anti-displacement and disparity plans and annual reporting.

Research and maps for high-risk births

If enacted, NIH would create a Consortium within one year to coordinate research on climate risks to pregnant people and infants and publish annual findings. The CDC Director would have 18 months to publish a Strategy to map high-risk areas using detailed, small-area data and to allow public comment. The Strategy must identify data gaps, monitoring needs, and coordinates with EPA and NOAA. These steps would guide where grants and research are targeted to reduce disparities.

Training and workers for perinatal care

If enacted, the bill would create competitive grants within one year for accredited health-profession schools to add training on climate risks to pregnant people and children under age 3. Grants would require engagement with vulnerable populations and training on disparities, counseling, and bias. The section authorizes $5 million for fiscal years 2027–2030. The bill would also define "perinatal health worker" to include doulas, community health workers, lactation counselors, home visitors, patient navigators, and interpreters.
