VA Withdraws Servicer Tier Ranking Proposal

The Department of Veterans Affairs withdrew the advance notice of proposed rulemaking (ANPRM) that asked for comment on a performance-based tier ranking system for servicers in the VA guaranteed home loan program. The April 19, 2022 ANPRM (87 FR 23152) that would inform changes to 38 CFR 36.4318 is withdrawn as of January 20, 2026, and VA says it will continue to assess options and may issue a new proposed rule in the future.

No Immediate Tier Rules for Loan Servicers

VA has withdrawn the 2022 ANPRM that sought comment on assigning performance-based tier rankings to servicers who work with VA guaranteed home loans. Because the ANPRM is withdrawn as of January 20, 2026, servicers will not be subject to a rule stemming from that ANPRM unless VA issues a new notice of proposed rulemaking in the future.
