Summary

The Council of Inspectors General on Integrity and Efficiency (CIGIE) is updating two record systems to cover more government funds, including new ones from recent laws. These changes help keep an eye on how pandemic and other big relief funds are spent, protecting your privacy while fighting fraud. The updates take effect March 2, 2026, and you can share your thoughts before then!

Records Shared with Treasury Do Not Pay

CIGIE may disclose records to the U.S. Department of the Treasury to review payment and award eligibility through the Do Not Pay Working System for identifying, preventing, or recouping improper payments to applicants or recipients of Federal funds, including state-administered, federally funded programs.

Collection of Sensitive Payment and Identity Data

The modified systems will include records about individuals and entities that applied for, sought, or received covered funds or OBBB funds and may store sensitive data such as home addresses, Social Security numbers or tax identification numbers, bank account information, payroll records, and business financial information.

Public Posting for Transparency Possible

CIGIE may populate public-facing government websites to promote transparency about covered funds and the Coronavirus response, unless release of specific information would be an unwarranted invasion of personal privacy. This means information about applicants or recipients could be made public in some cases.

PRAC Jurisdiction Expanded to OBBB Funds

CIGIE is changing two systems of records so the Pandemic Response Accountability Committee (PRAC) can oversee funds provided in the One Big Beautiful Bill Act (OBBB) enacted July 4, 2025. The PRAC’s jurisdiction is extended and its sunset date is now September 30, 2034, aligning CIGIE’s records with that expanded oversight.

Security Marking Set to Controlled Unclassified

CIGIE proposes changing the security classification marking for the PRAC Data Warehouse System (PDWS) to Controlled Unclassified Information to reflect NARA security marking protocols.
