Final resource-pool decision and dates

If you are a current or potential power customer, WAPA finalized the 2028 Parker‑Davis Project resource pool decision effective April 27, 2026, with service beginning October 1, 2028. WAPA adjusted existing contractors' Contract Rate of Delivery by applying a pro rata share of an anticipated 3,750 kW capacity increase at Davis Dam Unit 3 and then reduced the adjusted CROD by 2% to create a resource pool that the Final 2028 Plan described as including 5,259 kW of summer capacity (including 748 kW summer withdrawable) and 4,041 kW of winter capacity (including 146 kW winter withdrawable).

Final allottees and kW allocations

WAPA awarded the final 2028 resource pool allocations to two allottees: Industry Public Utilities and the San Pasqual Band of Indians. Each allottee received 703 kW non-withdrawable plus 304 kW withdrawable summer capacity (1,007 kW total summer) and 936 kW non-withdrawable plus 73 kW withdrawable winter capacity (1,009 kW total winter); the table lists a total 2028 resource pool of 2,014 kW summer and 2,018 kW winter.

Allottee contracting and payment rules

Allottees must provide a letter of commitment from their serving utility or transmission provider by January 31, 2028 (unless WAPA agrees otherwise) and must execute an electric service contract no later than May 31, 2028 (unless otherwise agreed). Service will begin October 1, 2028 and continue through September 30, 2048; allottees are required to prepay for service according to the applicable rate schedule and are responsible for obtaining transmission beyond WAPA's system, although WAPA may assist on request.
