Updated Cash Deposit Rates for Imports

For shipments entered or withdrawn for consumption on or after the publication date, the cash deposit rate for Gujarat Fluorochemicals Limited will equal the review's established dumping margin (1.80 percent). The cash deposit rate for all other producers and exporters remains 10.36 percent ad valorem, effective on the publication date.

Importer Reimbursement Certificate Requirement

Importers must file a certificate about reimbursement of antidumping or countervailing duties prior to liquidation of the relevant entries. If importers fail to file this certificate, Commerce may presume reimbursement occurred and could assess double antidumping duties and/or increase duties by the amount of countervailing duties.

Corrected Dumping Margin for GFCL

Commerce amended the 2023–2024 review and set Gujarat Fluorochemicals Limited's weighted-average dumping margin at 1.80 percent for the period March 1, 2023, through February 29, 2024, effective April 2, 2026. This margin is the basis for duties assessed on GFCL's subject U.S. sales during that period.

Assessment Procedures and Timing

Commerce will instruct U.S. Customs and Border Protection to assess antidumping duties in accordance with the amended results and will issue assessment instructions no earlier than 35 days after this notice's publication. If a timely summons is filed at the U.S. Court of International Trade, CBP will be directed not to liquidate relevant entries until the statutory injunction period (within 90 days of publication) expires.

Zero or De Minimis Rates Lead To No Assessment

Where an importer-specific assessment rate is zero or de minimis, Commerce will instruct CBP to liquidate the appropriate entries without regard to antidumping duties. This applies to entries examined in the review that meet that condition.

Entries Unknownly Destined For U.S. Treated At All‑Others Rate

For entries produced by GFCL during the period of review for which GFCL did not know the merchandise was destined for the United States, Commerce will instruct CBP to liquidate those entries at the all‑others rate from the original investigation if there is no rate for any intermediate company involved.
