US Probes India's Oleoresin Paprika for Unfair Low Pricing in Trade

Preliminary Finding: Dumping Alleged

The Department of Commerce preliminarily found that oleoresin paprika from India was sold in the United States at less than fair value for the period April 1, 2024 through March 31, 2025. This preliminary determination was published and is applicable April 2, 2026, and interested parties may comment on it.

Immediate Cash Deposit Requirement

Commerce instructed U.S. Customs and Border Protection to suspend liquidation and require cash deposits for entries of subject oleoresin paprika entered or withdrawn for consumption on or after April 2, 2026. The preliminary cash deposit rates are: Mane Kancor Ingredients Private Ltd. 3.33%, Synthite Industries Pvt. Ltd. 5.66%, and All Others 4.60%.

Final Decision Postponed; Provisional Measures Extended

At the exporters' request (Mane Kancor and Synthite), Commerce postponed the final determination and extended provisional measures from four months to a period not to exceed six months. Commerce will issue its final determination no later than 135 days after publication of this preliminary determination.

No Preliminary Critical Circumstances

Commerce preliminarily determined that critical circumstances do not exist for Mane Kancor, Synthite, and all other producers/exporters of oleoresin paprika. This preliminary negative finding is part of the Department's preliminary decision published April 2, 2026.

Product Scope and Customs Codes Specified

The investigation covers oleoresin paprika with an ASTA value of at least 500 or a color unit (CU) value of at least 20,000, identified by CAS numbers 68917-78-2 and 84625-29-6, and HTSUS subheadings including 3203.00.8000 and 3301.90.1010. The written scope description is controlling for customs classification.
