Agencies receive funding to run behavioral health care for FY 2027. The Department of Health gets $167.7 million for treatment and prevention. Family and Community Services gets $34.5 million, Corrections gets $14.18 million, and the Court System gets $5.31 million for therapeutic courts. The law also funds mental health work at Administration, Education, Labor, Law, Natural Resources, Public Safety, Revenue, and the University of Alaska.
The law provides a $9.94 million capital budget for mental health trust projects in FY 2027. It funds $7.09 million for housing help, including homeless assistance, special needs housing, and a rural housing coordinator. It adds $2.15 million for facility repairs, accessibility upgrades, home modifications, and universal changing spaces, and $700,000 for vehicles and coordinated transport. Capital money comes from general sources (including a $5.8 million AHFC dividend) and Trust receipts, and lapses under state law.
The law funds salary and benefit changes for listed state and university bargaining units tied to mental health programs for FY 2027. If a contract is not ratified, the funding is scaled back, and university sources are adjusted as needed. This applies only to the integrated mental health program.
The law funds $245.4 million for the state’s mental health operations for FY 2027. Money comes from $184.1 million in the general fund, $39.6 million in designated funds, and $21.6 million in Mental Health Trust receipts and administration. The designated funds include $20.1 million for alcohol and drug treatment, $13.0 million for recidivism reduction, and $6.52 million for marijuana education and treatment. Funding starts July 1, 2026.
If Mental Health Trust receipts come in higher than budgeted, the extra can be spent only after a program review under AS 37.07.080(h). If receipts are lower than expected, the related appropriations are cut by the shortfall. These rules apply starting July 1, 2026.
