Cities gain more redevelopment financing room

Beginning October 1, 2026, Alabama Class 2 and Class 3 municipalities get a higher cap for tax increment districts: 50% instead of 10% of their total equalized taxable property value, counting proposed and existing districts together. Property inside military reservations ceded to the United States does not count toward that cap. Districts can last up to 30 years when at least 50% of their land area is blighted or economically distressed. Districts can last up to 35 years when at least 50% is an enhanced use lease area or a Major 21st Century Manufacturing Zone, subject to a project plan amendment. These districts use growth in property-tax revenue to fund projects; the expanded authority does not create a direct household payment.
