Beginning October 1, 2026, the law provides $1.372572 million from Alabama’s Education Trust Fund to Talladega College in Talladega. The money supports its educational program for the fiscal year ending September 30, 2027, not direct household payments. Before releasing funds, the Director of Finance must approve the college’s fiscal year 2027 operations plan. That plan must include goals and measurable performance targets. The college must also submit an audited financial statement covering all fiscal year 2025 operations before funds are released. Quarterly reports must compare actual spending and results with the plan. A final fiscal year 2027 report must describe work, services, costs, and measures of program effectiveness and costs. The Director of Finance must promptly forward all required reports to the Legislative Council. The funding remains subject to Alabama’s Budget and Financial Control Act and Budget Management Act of 1976.
