Alabama 911 districts face stronger oversight

Beginning October 1, 2026, Alabama’s 911 Board must measure how ready local districts are to handle emergency calls and messages. The system must follow national best practices and cover answering, receiving, transferring, and dispatching, including texts, photos, and videos. Data may include call volume, answer and processing times, answered versus unanswered calls, dropped calls, and crime reports. When the Attorney General refers a performance complaint, the Board must audit the district; interviews and on-site inspections are allowed. The Board must send the Attorney General a public report when the audit ends, no later than 60 days after it starts. Confirmed problems require a repair plan, which can address staff training, hiring, technology, operating procedures, and records. The Board may supervise the fixes. Existing advisory-service funding or outside funding received by the Board may cover compliance costs. The Board must adopt rules to carry out the system.
