New Alabama disability decals, with limits

Beginning January 1, 2027, Alabama authorizes an “Invisible Disability” decal for vehicle owners with a diagnosis or qualifying primary caregivers. The decal identifies a condition that may affect communication with first responders. Alabama residents apply through a judge of probate, license commissioner, or other plate-issuing official. Applicants must follow vehicle registration rules and show a diagnosis from an Alabama-licensed doctor. They must pay regular plate fees, plus any required fees for a special plate they choose. The decal stays valid until the plate is reissued; required fees and taxes still apply in years without reissuance. It does not grant accessible parking rights: a separate disability parking plate or placard is required. KultureCity designs the decal, subject to Revenue Commissioner approval and applicable laws and rules. The Department of Revenue can adopt rules to run the program.
