More project powers for Alabama city boards

Beginning October 1, 2026, industrial development boards in Alabama Class 2 cities gain broader powers to fund and run projects. The law covers existing boards and those formed after June 1, 2026, under the Industrial Development Board Act. Boards can issue and sell bonds, finance projects, and buy, build, improve, equip, maintain, operate, lease, or sell them. They can use bond proceeds, their own funds, contributions, or loans, and lend available funds for projects or their public purpose. Projects can include industrial sites, businesses, offices, parking, utilities, homes, apartments, and hotels, but must be inside city limits. A majority of board members must adopt a resolution finding that the project's primary purpose advances at least one listed goal. Those goals are creating or keeping jobs, expanding or diversifying the tax base, removing blight or underused property, supporting economic-development facilities, or providing housing reasonably tied to workforce needs or economic growth. The law sets no funding amount and guarantees no direct household payment.
