Colleges lose bonuses for unreliable data

Effective June 1, 2026, colleges lose a CHEER outcome category's current bonus when the oversight committee finds faulty or manipulated data. The committee may also recommend cuts to the college's future CHEER funding. These penalties affect college funding, not direct household payments or duties.

Alabama colleges get results-based funding rules

Effective June 1, 2026, CHEER replaces existing results-based funding programs for eligible Alabama public universities and community and technical colleges. Starting October 1, 2026, these colleges can earn bonuses for meeting performance goals, but lawmakers must approve funding first. Bonus shares use weighted outcome categories and the higher education allocation from the Education Trust Fund Advancement and Technology Fund, excluding dual-enrollment students. Colleges must report annual results, follow state spending rules, and report state and federal funding, spending, and plans for funding cuts. Colleges receive a category's bonus only when they meet its goals; unearned money stays available for possible funding of other eligible colleges. Uncommitted results-based funding from Act 2023-378 transfers to the CHEER Fund, where balances and interest stay dedicated to the program. The law sets no direct student payments or tuition changes.
