Effective immediately, this law applies only in Talladega County. The sheriff charges $50 for each delivery or attempted delivery of legal papers for civil cases outside Alabama. This covers cases already pending or yet to be started. The fee is $100 for each delivery or attempt involving an inmate at Talladega’s federal prison. The district attorney, law enforcement, grand juries, Talladega County, and all other Alabama counties are exempt. The court clerk or authorized designee collects the fees and sends them directly to the sheriff. The money goes into a separate official account, outside the sheriff’s county general fund budget. It cannot reduce or replace other sheriff’s office funding. The sheriff can spend it on law enforcement purposes at the sheriff’s discretion.
