Beginning October 1, 2026, Alabama county commissions, municipal governing bodies, and their agencies can skip competitive bidding for qualifying vehicle repairs. Eligible agencies include waterworks, sewer, gas, and similar utility boards. The exemption covers repair parts and repairs costing no more than $15,000 per incident. The vehicle’s gross vehicle weight rating must be 12,000 pounds or less. Authorities must request and record price estimates from at least two different vendors before awarding the contract. The exemption applies to each vehicle; spending on separate repair incidents cannot be combined. Authorities invoke the option by citing Section 41-16-52.1 on purchase orders and purchase commitments. Staff and agents need prior official approval or must follow an adopted formal policy setting conditions and restrictions. This changes local purchasing rules, not household payments or taxes.
